The definition of an emulator is very simple. Emulator is a software that enables a computer to act like another computer system. So in theory you can turn your PC into an Android, Mac to PC and so on. Emulators can be used to manipulate your computer system to run applications that you are not able to run in your own original computer system.

You can use the emulator that Tencent Games have developed to play PUBG Mobile in your PC devices. The emulator not only gives you ability to access the mobile version of the game but the keys are already set so you simply press W,A,S,D to move and move your cursor to shoot and open the scope. Though this might seem unfair to the players who play the game on their smartphones. There is no way for a player that uses emulator to match up with a player that is on their smartphones. So this is essentially a free-to-play version of PUBG.
